Following the fact that my Paypal account has a negative balance because of an internet fraud, I opened another account and attempted to be cautious by opening a new account. Here check How to Withdraw Money from Limited Paypal Account.

But, once I set it up and received payment from buyers, the account was permanently restricted from the beginning and cannot be rescinded. When I received the message Paypal gave me they stated that they had decided to shut down my account due to security concerns. I just received almost $1000 from my online income sources, and Paypal stopped accepting payments immediately. The money is still in my account however the balance is frozen, and I am unable to send or withdraw it.

I had to contact Paypal yet again to request my money, and it was a frustrating and disappointing experience. The money would be stored until 180 day (6 months) and Paypal said they would email me an email once the balance was ready to take it out. It never came to pass and I nearly forgot about the event.

I had to reach Paypal via myself and they then sent an email asking me to confirm that my Paypal money is eligible to withdraw right today. They also advised me that my account is in a limited state, meaning that I’m still unable to transfer or request funds, or receive payments, transfer funds or shut down the account.
